Flexibility
Every law enforcement action is a unique event. Search warrants, arrest warrants, protection details, bank robberies, felony car stops and active shooters all present complex problems for the responding officer. A major key to establishing tactical control and neutralizing threats during these and other critical incidents is having a flexible response capability. There are many factors involved in building a flexible force and one of them is to not limit your ability to respond by eliminating an entire class of equipment. Since shotguns and rifles clearly have different and complimentary capabilities, it makes good sense to have them both in an agency's inventory.
